Review Plan 2 student loan repayment thresholds and interest rates, including the impact of frozen thresholds. Assess whether current terms are fair, transparent, and proportionate, and consider reforms so repayments reduce balances and better reflect graduates’ ability to pay.

Additional Information

Many Plan 2 graduates repay their loans for decades while their balances continue to grow due to high interest rates and frozen repayment thresholds. This disproportionately affects middle earners, reduces take-home pay during a cost of living crisis, and makes the system feel unfair and unclear. A review would help ensure the system remains sustainable and aligned with its original intent.
