Minimum fare regulation for PHVs to support sustainable driver pay
Private hire drivers face falling real-terms pay due to unregulated fares and high platform commissions. Government should empower TfL to set minimum per-mile and per-minute fares, as with black cabs, to ensure fair pay, sustainability, and service standards.
Private hire fares are unregulated, allowing platforms to increase commission and suppress driver earnings. In London’s high cost-of-living environment, this undermines workforce sustainability and service quality. Parliament should amend transport legislation to grant TfL explicit statutory powers to set minimum per-mile and per-minute PHV fares, aligning regulation with the licensed black cab model.
