create emergencey home disaster force
create and train a seperate combined mobile emergencey disaster homeland agency that consists of members of the police/fire/medics/army/public to deal with all major disasters,civil unrest terrorism in the country.
the e.d.h.a. would be trained to co-ordinate and responed to any major incident,with powers to utilise all local forces,eg police,fire medical,councils.armed forces
