Make the use of private owned e scooters legal.
Allow the legal use of privately owned e-scooters on public roads and cycle lanes under clear and reasonable safety rules. Set basic standards such as working lights, brakes, and a sensible speed limit, but do not require insurance or impose a minimum age.
Legalising privately owned e-scooters would support greener transport. E-scooters produce zero tailpipe emissions and can replace short car journeys, which are among the most polluting per mile. Encouraging their use would help reduce traffic congestion, improve local air quality and support the UK’s climate goals. Clear national rules would make it easier for people to choose low-carbon travel.
