Review outsourcing and bring critical public services in-house
Require government departments and public bodies to review outsourced contracts and bring critical public service functions back in-house where this improves accountability, resilience, and long-term value for money, starting with pension administration and core IT systems.
Recent disruption to civil service pension administration after outsourcing changes left many pensioners without timely payments, highlighting risks in outsourcing essential services. The Post Office Horizon scandal also showed how complex outsourced IT can undermine accountability and public trust. A structured review and selective insourcing of critical functions could strengthen oversight, resilience, and value for taxpayers while protecting service users.
