Introduce "chain gangs" for prisoners, ie forced hard labour for public services.
Prisoners should be made to actually work for their prison "wages". Services such as building up tidal defences for coastal towns, general cleansing duties in and out of towns. This should be a compulsory part of any sentence instead of being stipulated by a Judge.
