Petition Details

We believe the law should be modernised so that domestic animals are recognised as living beings rather than simply property. When pets are harmed through negligence, abuse, or neglect, the legal system treats the matter as "damage to property" rather than harm to a living animal that can feel pain.

Veterinary negligence does not always lead to proper accountability or meaningful legal consequences
Appropriate compensation may be considered for the emotional distress caused by harm to pets or where negligence or abuse causes suffering to both pets and owners
Courts recognise animal abuse or neglect as damage to property rather than harm to a living being
Modernising the legal status of pets would help reflect their role in families and society and strengthen protections for animal welfare

The Government e-Petitions Team gave the following reason:

Petitions need to call on the Government or Parliament to take a specific action. We're not sure exactly what you'd like the Government or Parliament to do.

There is already legislation that does not consider animals purely as property, such as the Animal Welfare Act 2006, the Animal Welfare (Sentience) Act 2022, and the Pet Abduction Act 2024. The Animal Welfare (Sentience) Act 2022 legally recognised vertebrates as sentient beings.

For your petition to be accepted, we would need to know more details about what you are proposing, including what existing laws you want to see changed or introduced, as well as how you would like to see companion animals classified in relation to them.
