Reform the Role of Parliamentary Whips to Strengthen Democratic Representation
Whips should require MPs to attend and vote, but it should be made illegal to force them to vote along party lines. MPs should vote according to the views and interests of their constituents to strengthen democratic representation and restore public confidence in Parliament.
Many voters feel MPs follow party orders rather than representing the views of their constituents.
MPs need to prioritise the interests and views of the people who elected them in order to improve accountability and trust in Parliament, including confidence in how decisions are made in Westminster.

The Government e-Petitions Team gave the following reason:
Whips cannot legally force MPs to vote a certain way. Decisions on how to vote are for individual MPs, not the UK Government or Parliament. We're therefore not exactly sure what action you'd like the Government or Parliament to take.
In any case, the UK Government and Parliament as a whole are not responsible for how political parties work, including how they try to influence how MPs in their party vote in the House of Commons. Decisions about whether to be a member of a political party are for individual MPs.
