Make it a legal requirement that county councillors have an enhanced DBS check
Most people who work with anyone vulnerable are required to have an enhanced DBS check to rule out those with relevant criminal histories from working with vulnerable groups. For county councillors this is only a recommendation. It should be a legal requirement to ensure protection of the public.
If parliament made it a legal requirement, the public are more likely to be protected from people who have committed crimes against vulnerable groups. This would likely reduce crimes against, exploitation of, or denial of the rights and needs of people with protected characteristics within local communities. Some county councillors have refused to have DBS checks and this should be of grave concern to the public and to parliament.
