Resentence IPP prisoners; end indefinite licence and limit recall

Petition Details

We call on the Government to make arrangements for a resentencing all on IPP sentences, to fixed-term sentences with clear release dates. It must end indefinite licence periods for all, and reform the threshold for recall so only those who have reoffended or who present a serious risk are recalled.

Additional Information

IPP was abolished in 2012, yet many remain imprisoned years beyond tariff with no release date. As an ex prison officer, I have seen this harm first hand. The European Court of Human Rights found aspects unlawful. Indefinite detention, lifelong licence and repeated recall without new offending or serious risk posed can cause severe psychological harm, destroy stability, and create a continuing injustice for individuals and families.
