Petition Action

Introduce a Universal Partnership Mortgage with no compound interest for all.

Petition Details

Give the general population the same fair mortgage choice as Jewish borrowers (Heter Iska) and Muslim borrowers (Halal): a Universal Partnership Mortgage (UPM) – shared equity, no compound interest, available to all. #make usury choice.

Additional Information

FCA admits no data on Jewish partnership mortgages – a market failure. Three‑tier mortgage market: Jewish (Heter Iska, no compound interest), Muslim (Halal, no compound interest), general population (conventional compound interest). For a £200k home, general population pays £57k–£96k more. Renters' Rights Act (1 May 2026) forces 220,000 rental properties onto market, creating urgent demand for a fair product. Government must introduce a Universal Partnership Mortgage (UPM) – shared equity, no compound interest – for everyone, complying with the Public Sector Equality Duty (s.149 Equality Act 2010).

This petition was rejected

The Government e-Petitions Team gave the following reason:

Petitions need to call on the Government or Parliament to take a specific action.

We're not sure exactly what you'd like the Government or Parliament to do.

Banks can already offer these products and anyone can access them if they wish.

You may wish to submit a new petition asking the Government to provide this product, or to require all banks to offer it.
