“Require public bodies to adopt a balanced policy for the display of flags”
We call on the Government to encourage public bodies, including councils, to adopt a consistent and balanced approach to the display of flags on public buildings and civic spaces.
Public spaces should reflect the whole community.
Whilst raising awareness of different causes and communities is important, we believe that civic flag displays should be proportionate, ensuring the national flag and significant public occasions receive appropriate recognition.
We ask that guidance be introduced so that no single campaign, cause, or identity-based flag is displayed for extended periods without consideration of other community interests and nationally recognised symbols.

The Government e-Petitions Team gave the following reason:
There is already very detailed government guidance on flags which you may want to read:
www.gov.uk/government/publications/flying-flags-a-plain-english-guide/flying-flags-a-plain-english-guide
It covers some of the points you mention, while some of the other issues you raise are still unclear to us.
