First minor offence-well-supervisedcommunity service
Second offence -longer tougher community service
Third offence -choice of birch or jail with criminal record.
Persistent offenders - both.
All the parents I have spoken to would rathe their
offending offspring had the short harsh birch than a spell in jail or offenders institution with the criminal record and a likely drugs habit, both of which would blight their whole lives.
