Allow appenticeships to be used by students with degrees.

Additional Information

Allow appenticeships funding to be used by people with degrees. The people who would apply are those with lower level degree and will find hard to get jobs. Apprenticeships can help these people by providing a job. The eir can be a limit up too 3rd class.
