Not to commit to a Scottish HS2 rail link until after Scotland's referendum on independence.
Why should the rest the rest of the UK sign contracts to build a second high speed train link until after a referendum?
They could just get the UK to pay for a high speed link and then declare independence. The UK would have upgraded the Scottish rail network for free.
