BAN WEARING OF HOODED TOPS /BARACLAVAS IN PUBLIC AREAS
Hooded tops are worn by a majority as a disguise when involved in street criminality. How can they be identified by CCT when their features as thus hidden. Try going into a bank wearing a baraclava. We need to halt a hoodie hooligan not hug them.
