Increase use of baton rounds (rubber bullets) by Police to tackle riots.
The recent riots have shown the Police to be completely overwhelmed by numbers, as well as out-manoeuvred, by small numbers of rioters and looters who melt away when confronted.
The government need to find the political will to authorise and encourage the Police to adopt widespread use of rubber bullets to incapacitate rioters so that 'snatch squads' can then take rioters into custody immediately, where they should face courts sitting in emergency session for rapid trial and sentencing.
