Digital books should be 0% VAT
Currently, print books are subject to 0% vat. This is because books are of a great benefit to society, and so the government wants to encourage the purchase of them. However, digital books are a new technology which gives the opportunity for reading to become more widespread and cheaper. For this reason, digital books should also not be subject to VAT.
