Facilitate communities to sue police forces for neglect caused by perverse proiritisation of resources.
Communities subjected to levels of criminal damage and insecurity that misdirected resources should have abated, must be enabled to seek proper accountability and compensation (less wishy-washy excuses, apologies, politicking & dubiously merited resignations).
A clear significant case where this would have been apt is 09/08/11, when thousand of officers were diverted from English towns to a quite peaceful London. In the proceeding riots, some areas suffered with fewer officers when they needed them most.
Any district should be represented as a plaintiff, able to fund action by any means of collection, and compensation should be protected in a special community fund (a la 'The Big Society' / 'Localism') for development & investment.
