Use the Territorial Army to help police with civil disorder or have a TA type police training system for British citizens to do in their spare time

Additional Information

Use the Territorial Army to help police in riot situations
Or set up a Territorial Army style training system for British citizens to train in their spare time so the government/police force can get numbers out on the streets quickly.
Also give them the same powers as the police in those situations as special police constables seem to have no effect as people know they have no powers.
It may also give the young people of this country an option to better themselves.
