Preventative measures for the August 2011 riots/looting.
Order the police to use rubber bullets, tear gas, water canons and impose a curfew until the rioting stops.
Send in the army where there are clear problems pertaining to lack of police staff.
The only reason people think they can get away with this is because of years of soft law enforcement. England is going to the dogs.
