It should be a crime to hind your face anywhere near rioting or looting.
If anyone that hid their face could be arrested by the police and get a reasonable length of time in jail, it would be a lot harder for rioters to avoid getting track down with CCTV.
The creation of a crime off “being near to rioting or looting without good reason” should also be considered, so the police could just arrest everyone in the area.
