National Payback - Working in Famine Struck Areas
Bring in National Payback for young criminals.
National Payback would see groups of young 1st time offenders seconded to work with a famine relief agency for a defined period. Allowing them time to reflect on how hard the world can be and how lucky they are to be living in a society like the UK
