Create 'Bill of rights'/Constitution for UK citizens
Create and pass either a Bill of rights or Constitution for the UK [England, Scotland, Wales and Northern Ireland]. This would include Habeas Corpus and other rights inshrined in Magna Carta, plus new ones to be decided. Put options to voting public in advance of binding legislation.
