Additional Information

That any policing body; under threat by more than ten times its active constabulary, may employ emergency powers to use force to disperse violent activity. Including singular offices or operating bodies outside of normal support coverage.

The policing body being given access to non-lethal arms (held or distributed) within a 30 minute window in all major population centres, and being provided training so that all officers may be so equipped.
