Improve rights of shop owners against theives.

Additional Information

The fact is that there are so many thieves within our communities and I would like to raise the awareness that there is not much that a shopkeeper can do.
At the moment we can not let in the offender into the shop, and the police will not take further action a lot of the time as the items they steel may only be a bottle of coke etc. However the number of times they offend and in different shops add up and they just get away with it. I believe the government should make offenders do some community service, even if minor as the small minority of the young generation are ruining smaller shop's such as ours. We would urge people to sign this to raise the awareness with the government that we should not let people who commit a crime get away with it!
People looting in a shop during these riots and people who steel in a shop. What is the difference? The difference is that the offenders who do it day in and day out are getting away with it. Please stop this now!
