Additional Information

The police force should be strengthened and brought closer to the streets and communities it serves by recruiting and training 20,000 additional special constables, who should be paid a small allowance.

The police, at all times, should maintain a relationship with the public that gives reality to the tradition that the police are the public and the public are the police.
