Ban face-concealing garments, hats and other coverings.
Make it a criminal offence to produce, sell or wear hoods, caps, scarves or other headgear which, if worn, may conceal the wearer's identity, unless it is to be worn for a specific and legal purpose (motor-cycling helmets, protective masks, goggles, at the time of actual need only) Accepted established cultural head-coverings to be exempt.
