Humiliate offenders in public stocks
Prisons are overcrowded and expensive. Asbos are seen as a status symbol. There is nothing to prevent minor crime. We should lock people up, we should humiliate them by sentencing them to spend time in public stocks. This would almost cost nothing and be a real deterent.
