Rioters not on benefit to pay for damage and goods

Additional Information

....and supplementary to those on benefits, all convicted rioters (or their parents) should pay a percentage towards the costs of the damage they caused and goods they stole. This should come direct from income in the same way as post-graduates pay for tuition fees.
