I propose that the parent(s) of children should be made criminally responsible for the behaviour of their offspring until they reach the age of 18.
As is said in the title, the parents (or parent) of a child (children) need face up to their responsibility for their offspring. If people are gonna have children, they must take on the responsibility of bringing them up to be decent members of society.
Dumping your kids out there, as soon as they reach secondary school, is not an option.
If you are going to have children, you must bring them up properly, or pay the price.
Cutting benefits, or evicting families from council housing will not fix the problem. The threat of jail for the parent(s) will focus their minds' on the job!
