To discuss the idea of removing the options for Police Cautions to be given if a third party is involved and damage is caused to the victim or there property. As the victim ends up paying two or three times of someones actions. Rather than the criminal paying, cause if you claim through insurance you have to pay an excess and an additional increase on renewal because you claimed. If the criminal cannot pay cause they are un-employed it should be deducted from there welfare at a set amount each week decided by the courts and passed to the victim.
