Looters and rioters to repay their debt to society through enforced community sevice equal to twice the value of all costs related to their crime.
Individuals convicted of crimes linked to rioting, looting, burglary and other associated violent and non violent criminal acts, to be forced to repay their debt to society by performing full-time community service to twice the value of all the calcuable costs related to their criminal action. Failure to comply with the terms of such prescribed community service would result in an immediate incremental scale of custodial punishment starting with electronic tagging (daily reporting to authorities), then bootcamp (or similar), followed by prison (for those who refuse to comply). Each hour of constructive community service worked to be deducted from the criminals debt at a rate not exceeding the current national minimum wage.
