Rioters and vandals to be sent to "Boot Camp" and repair damage
Those involved in the Aug 2011 disturbances need to be given a sense of purpose and responsibility. This can be achieved by sending offenders to tough boot camp style institutions. Get offenders to repair the damage they have caused by community service of a meaningful length of at least 10 working weeks.
