Associate/link responsibilities with Human Rights
Review and amend current Human Rights legislation such that it is clear that all citizens have responsibilities (social, moral, legal etc.) which they must be able to satisfy in order to 'claim' rights.
A failure by an individual to effectively discharge his/her responsibilities should reduce or remove any 'rights' that might reasonably be associated with those responsibilities.
