Death Penalty for the most serious offenders
Prisoner numbers are high and therefore lesser criminals are being released early. Remove the death penalty restriction to make space for the lesser criminals to properly serve their time.
The death penalty is the only logical and practical way to keep society on an even keel as it is felt that the balance is already steadily tipping out of the county's favour.
If you murder someone and every exhaustive evidence points to that fact then then you have to face the death penalty.
