Institute legal proceedings against the parents of juvenile rioters
The parents of rioters under the age of 17 should face the courts for parental neglect. Such people should not rely on schools, the police or society at large to carry the burden of dealing with the consequences of their failure to care for their offspring and equip them with a moral framework. There is no need to throw good money after bad by offering parenting classes; simply make them RESPONSIBLE!
